Registration for new vetting scheme placed on hold

Registration for the new vetting and barring scheme for those who work with vulnerable people has been placed on hold, as the new government announces it will be "fundamentally remodelled."

Personnel Today reports that the new government has halted plans to start voluntary registration for the Independent Safeguarding Authority on the 26th of July. Under the original timescale established by the Safeguarding Vulnerable Groups Act 2006, new recruits to positions that work with children and vulnerable adults, such as social care jobs or social work jobs, would have been able to voluntary register by the end of next month with plans for mandatory registration coming into effect on the 31st of July 2015.

Now the system has been placed on indefinite hold, following complaints from businesses that it was disproportionate and overly burdensome.

"We've listened to the criticisms and will respond with a scheme that has been fundamentally remodelled," said Theresa May, the Home Secretary. "Vulnerable groups must be properly protected in a way that is proportionate and sensible. This redrawing of the vetting and barring scheme will ensure this happens."

Speaking to Personnel Today, Tom Hadley of the REC welcomed the review, saying that "there were a number of practical concerns" with the original proposal for the scheme.

"There was a huge amount of confusion generated by the wide-reaching scope of the scheme because it would have extended to roles where it was questionable as to whether safeguarding concerns would arise," said Hadley. "The principle of a regularly updated list which employers can reference is sound but this must be implemented in a way that replaces the existing CRB system rather than running alongside it."
