People in social care jobs will be invited to form independent practices

Those in adult social care jobs will be invited to form independent practices to support older and disabled people, the health secretary announced.

Paul Burstow, the care services minister, told Community Care in an exclusive interview last week that PCTs would be told how much they should spend on adult social care, and how it should be spent. He added that the details would be revealed by Andrew Lansley in a speech to the National Children and Adult Services Conference.

"What we will be doing is making very clear in the NHS operating framework how this money is to go to social care and the way in which it incentivises NHS and social care collaboration," said Mr Burstow.

"It will also be very clear about the sums of money," he added. "This is not just putting money into PCT baselines with a hope and a prayer that it will go to social care."

The increase in social care funding will total £8bn next year, and increase to £1bn the year after. At the time it was announced, Labour's shadow health secretary John Healey said the government had double counted the £1bn rise.

"I think John Healey was talking double dutch when he was talking about double counting when what we are actually getting is a double benefit," explained Mr Burstow. "He showed with that comment that he's still very early in the brief."
