Ed Miliband wants moral judgement in social housing

Labour leader Ed Miliband will soon suggest that people who make a contribution to their community be given preference on social housing lists. 

He use his speech at the party's conference in Liverpool to make the point.

According to an advance copy of his presentation obtained by ITV News, he will call for problem tenants and benefits claimants to fall behind the pecking order, compared with those who work or do something else to give back to their local area.

Miliband is set to place huge importance in ethics during the speech, but his proposals have the potential to drastically alter the work of individuals in social housing jobs - even though councils in Manchester and Newham already operate a similar system.

"Our first duty should be to help the person who shows responsibility, and I say every council should recognise the contribution people are making," added the opposition leader.

Guardian.co.uk noted that the Labour party has historically avoided drawing a moral judgement between individuals who work and the unemployed, but Miliband has broken with tradition; citing the development of a "quiet crisis" affecting the decent public majority.

A much younger figure to make an impression at the Labour party conference is 16-year-old Rory Weald, who delivered an impassioned speech on Monday (September 26th). The youngster received a standing ovation for his presentation and Miliband approached him immediately afterwards to shake his hand.
